Worked comparison

An illustrative order needs two $20 packs, giving $40 merchandise. A supplier minimum spend of $60 might require another pack under an explicit merchandise rule, but a separately quoted $20 minimum-order fee would still leave two packs. Both can reach $60 payable while providing different delivered quantities. The exact commercial rule controls the comparison.
