What this decision changes

A package quantity is a purchasing denominator. It does not change the net requirement of the measured task. Method basis: All quotes must refer to equivalent usable products and the same quantity basis. Enter delivery and tax-inclusive pack prices consistently; no supplier data is fetched.

The focus is price per pack in the first repeated measured entry. Other repeated entries keep their own supplied values.
